getting busy signal, 603 error

I'm trying to run a script, hosted on Tropo, that will say a random word to the user when they call the app.  My script is:

xmlHttp.open( "GET", theUrl, false ); // false for synchronous request
xmlHttp.send( null );
return xmlHttp.responseText;
}
var word=httpGet("http://randomword.setgetgo.com/get.php");
if(word===null){
say("Null word is null.");
}
else{
say("The word is "+word);
}

When I call, I get a busy signal.  The log shows the following:

"Disposition":"Decline","Status":"Failed","ResponseCode":603

The script works correctly on JSFiddle (substituting alert() for say()).  Is there something different I should do for performing GET requests on Tropo?
