In the U.S., any call that bypasses the coin slot on a pay phone is subject to a per minute surcharge imposed by the FCC, so the pay phone owner doesn't lose income. Inbound calls to a pay phone, outbound to toll free, calling cards, all qualify.

In terms of how this impacts Tropo users, essentially any unexpected telco costs we incur on behalf of your application is your responsibility. While we're not inclined to nickel and dime and will allow a few to go without recouping, if your application is built around the concept of payphone toll avoidance, at the very least we will pass the charges along and in the worst case (depending on input from our connecting providers) we may decline to host your traffic entirely.
